The strategy illustrated in this report demonstrates an approach that builds upon itself to fully develop this property, and also demonstrates how each phase in and of itself is a complete development. In other words, at each stage of this masterplan the development can appear to be whole. We believe this strategy allows the masterplan to develop more organically and with flexibility and economic responsibility. It is important that this development establish a presence on the site that is fresh and yet respectful to the neighborhood and do so within the boundaries of economic responsibility. After all, the real work at this intersection is one that addresses the urban problems associated with vacancy– reestablishing this intersection as a place of growth rather than a statistic of economic decline.
What follows is an illustration of the phased masterplan, which aims to transform a now vacant intersection into a place which can support its neighborhood with opportunity and service, all in a park setting. The masterplan starts small, with a raingarden that manages the quality of storm water run-off from the adjacent vehicular paving. A piece that changes with the seasons, it is a visual marker of the otherwise invisible work done by a natural ecosystem to scrub pollutants from stormwater. To help visualize the potential of this area, a sign placed at the raingarden identifies this intersection as a place of future transformation.
